Major General Guy C. Swan III, United States Army, for appointment to the rank of lieutenant general and assignment as Commanding General, United States Army North/Fifth United States Army, Fort Sam Houston, Texas. He recently served as Chief of Staff, Multi-National Force-Iraq, OPERATION IRAQI FREEDOM, Iraq.
Brigadier General William N. Phillips, United States Army, for appointment to the rank of lieutenant general and assignment as Military Deputy/Director, Army Acquisition Corps, Office of the Assistant Secretary of the Army (Acquisition, Logistics and Technology), Washington, DC. He is currently serving as Commander, Joint Contracting Command, Multi-National Force-Iraq, OPERATION IRAQI FREEDOM, Iraq.
